All TV screens are measured diagonally e.g. from the bottom left corner to the top right corner. This applies to all LCD screens - even your 28 inch widescreen at home.
With LCD TV screens the size given is usually the 'panel' size which differs from viewable area, as the panel will have a surround for neatness and safety. For example an 8" LCD screen will not have a viewable diagonal size of exactly 8 inches, but it will be very close to that. Hence all screen sizes given are approximate.
